The purpose of the role is: To give a high level of specialist support in specific designated area to meet business needs. To support the Marine Programmes and Programme Managers by carrying out a Programme Management Office function.
Job Responsibilities:
Support Programme Manager and liaise with Project Managers, other Programme Office personnel, finance and other relevant parties as required in the execution of duties.
Proactively log, monitor and manage matters arising from meetings (actions & decisions, issues, dependencies & risks, etc.) for the Programme and its related Projects and Programmes.
Assist in development and maintenance of all Programme documentation, including resource, budget and other financial information.
Assist in the compilation and maintenance of Stakeholder/Benefits/Communication documents including Maps and Plans.
Assist with Programme planning as it relates to programme and resource plans, monitor plan progress and prepare report updates to Programme Manager; work with appropriate project managers to ensure associated project plans are maintained and timely.
Collate and assess Project reporting and highlight relevant matters for review or concern.
Coordinate programme meetings, including organisation of meetings, circulation of documentation and recording of actions and decisions.
Provision of relevant information for the Programme Manager in preparation for Programme Board meetings.
Facilitate Project level status meetings to assess Project progress as required.
Coordinate Programme Change Request submissions and communicate status and outcomes.
Proactive Project Management of packages of work to improve PMO maturity across core process areas (Financial Management, Risk Management, Reporting, Change Control etc) as required.
Coordinate New Project requests for the appropriate Programme and communicate status and outcomes.
Management / update of the Programme financial baselines with the Programme Manager
Maintain Programme library and configuration management for associated Programme documentation.
Ensure adherence to Programme and Programme Office processes, policies and standards.
Contribute to Programme processes, policies, procedures and standards.
Contribute to Programme level quality assurance processes.
Work with Programme Office Manager where required.
Job Requirements:
A degree or equivalent or at least educated to A level standard or equivalent.
Previous experience in an administrative role.
PC literate, specifically, proficiency in MS Office
Significant proven experience of working in project or programme support roles.
Good understanding of standard Project Management and Programme Management methods – for example PRINCE2 and MSP (desirable Foundation level qualified).Good understanding of the principles of structured Project Management including: Risk, Schedule, Financial, Resource , Quality Management and Change Control
Good understanding of Enterprise management tools and systems
Excellent time-management and organisational skills.
Good interpersonal skills and ability to work with multiple levels of personnel including Directors. The ability to negotiate and influence with different levels of stakeholders to achieve defined goals
Good presentational skills especially to senior staff at Programme Boards e.g. presenting Programme budget situation.
Able to deputise temporarily for the Programme Manager.
Ability to work meticulously both at the detailed level e.g. detailed project finance and the macro level e.g. tri annual budgeting.
Able to prioritise a busy work-schedule with a ‘can do’ attitude.
An understanding of the typical quality processes to be applied to deliverables at the Programme and Project level and the organisation of relevant quality reviews and maintenance of any quality statistics.
Ability to contribute to Project/Programme process development.
Ability to coach and mentor Project Managers in core aspects of Project Management best practice in addition to specifically defined internal processes
